The Former President's Progressive Alarm Overlooks The Continent's Real Threat: Technological Stagnation.

Donald Trump's national security strategy offers a misguided assessment of Europe. The document asserts that open-border policies and what it terms "woke" agendas represent an grave risk to the continent's identity. Yet, this argument is based on a serious misinterpretation of the reality. The actual danger confronting Europe is not cultural but technological and economic backwardness.

The Stark Economic Gap Between Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, American economic output grew by 87%, compared to a mere thirteen and a half percent increase for the European Union. Over this period, EU GDP per capita fell from over three-quarters to just half of the American figure. Strikingly, even the poorest US state now has a higher per capita income than major European economies like Italy and France.

Today, roughly half of the global top fifty technology firms are American, while only four are from Europe.

The Innovation Shortfall: The Core Problem

This widening disparity is driven by stronger productivity growth in the US, largely due to technological innovation and higher total factor productivity. The landscape of world technology dominance is overwhelmingly American. Over the past five decades, hundreds of American startups have scaled into enterprises valued at more than $10bn, versus only fourteen in Europe.

This disparity raises a vital question: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe positioned? Most analysts agree it is essentially a contest between two between the US and China, with Europe entering at a significant handicap.

Root Causes of the Continent's Technological Lag

Several key factors account for this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and agile system for funding startups. Europe has yet to establish a genuine capital markets union, a factor that limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can introduce a product under a single set of laws to access a consumer base of over 330 million. The EU, despite a bigger population, is split among twenty-seven separate regimes, creating significant internal barriers.
  • Cultural Attitudes: Views on risk-taking differ sharply. In some EU nations, business failure was once viewed with penalties, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Hopefulness

In spite of these challenges, there are reasons for optimism. European leaders are growing more conscious of the existential challenge and have started to advance serious reform. Key reports on EU competitiveness and the single market point to the need for sweeping changes.

Given appropriate incentives and rule changes, Europe's strengths could support much higher levels of commercial innovation.

The continent retains significant strengths: skilled workforce, excellent schools and universities, and premier research institutions. Alongside a vast domestic consumer base and substantial household savings, these elements could unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in creating cutting-edge technologies, it can still dramatically increase productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

The European Union now stands at a decisive moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, Europe's slide in innovation has been gradual. But, without bold steps to tackle its deep-seated problems, today's gradual weakening could give way to a rapid and permanent loss of world influence.
