English Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a latest survey of municipal councils, UK councils are planning to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of local authorities are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have previously come under fire for disposing of public land and land to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

The group noted that a high proportion of authorities seeking to raise money from a quick sale of assets marked “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would prioritise service redesigns and using financial reserves to manage increasing fiscal pressures.”

Detailed Cases of Proposed Disposals

Medway Council in Kent said its asset disposal plan included the sale of a shopping centre in Rainham and a community venue in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for Medway council, will also be disposed of under the strategy.

Local Levy Rises and Broader Fiscal Strains

This research of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to raise local levies next April to address the growing cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority said it will proceed with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to achieve both improved services and financial savings,” said Vince Maple.

He added: “There are population challenges which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

Countrywide Trends and Projections

Research of regional authorities this week also found local finances being strained by the growing number of young people and adults requiring Send support.

The County Councils Network said that council deficits will reach £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have put off scheduled changes to the special educational needs framework until next year after a white paper outlining those changes was recently delayed.

Disadvantage and Financial Gaps

According to the most recent indices of deprivation (IMD) covering UK local authorities, many participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the 2025 IMD measures,” said the report.

“Although only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The data underscores the extent of difficulties confronting local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that accounts for and addresses the actual extent of disadvantage and demand,” said a council leader.

“Without this, councils will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the last year, the survey found.
